CMS is extending the March 2, 2020 deadline till March 16, 2020 (11:59 pm PST) for submission to EQRS of the following QIP and Clinical data:
- ICH CAHPS Attestation.
- Clinical Depression Screening and Follow-Up Plan.
- December 2019 Clinical Data Submissions.
The extension applies only to the March 2020 data submission, and will have no effect on other due dates. Facilities are encouraged to complete their HARP registration as soon as possible, as HARP is now the mandatory gateway to EQRS. The EQRS End-Stage Renal Disease Quality Reporting System will be unavailable due to system maintenance from 5pm PST on February 21, 2020 until 5am PST on February 24, 2020. Effective February 24, 2020, HARP (HCQIS Access Role and Profile) credentials will be required to access EQRS. Access EQRS at https://eqrs.cms.gov/globalapp. HARP resources including training materials, Quick Start Guides, Frequently Asked Questions, and instructional videos can be found at https://mycrownweb.org/harp-training/. CROWNWeb will offer online training on the new HCQIS (Healthcare Quality Information System) Access Roles and Profile system, or “HARP” on February 13, 2020, repeating it on February 19. All EQRS (ESRD Quality Reporting System) users will need to register for a HARP account. CMS has released the PY2020 ESRD QIP Final Performance Score Reports (PSR) and Performance Score Certificates (PSC). Authorized facility staff may log onto the EQRS QIP system at https://www.qualitynet.org/ to download and save these documents as soon as possible.
PY 2020 Final PSR: The PY2020 Final PSR documents your facility’s performance during 2018 and any payment reduction that CMS will impose for reimbursement on 2020 claims. The Final PSR reflects any applicable revisions to your facility’s performance scores from those displayed during the Preview Period.
PY 2020 PSC: Each facility is required to download, print, and post both the English and Spanish versions of the PSC in a prominent patient area within fifteen business days of their availability; facilities also must ensure that these documents remain posted throughout 2020.
Save Your Facility’s Documents: PY 2020 Final PSRs and PSCs will only be available on EQRS until December 31, 2019. CMS encourages each facility to save an electronic copy of their Final PSR and PSC for reference, reprinting, and, should the need arise, re-posting throughout the year. Facilities who do not save a copy by December 31 can request an additional copy by e-mail from the QualityNet Help Desk, but should expect a delay in receiving it.

CMS has released an updated version of EQRS/CROWNWeb that supports QIP CY2020 data reporting requirements. It includes Medication Reconciliation (“MedRec”) fields on the CROWNWeb Manage Clinical screens. The QIP MedRec Reporting Measure requirement, which assesses evaluation of patients’ medication, begins with PY2022, and data reporting for it begins January 2020 for all HD and PD patients. Facilities don’t need to enter MedRec data into EQRS/CROWNWeb during 2019; however, the new release allows review of the MedRec fields in preparation for use in 2020.
