8/22 Comments Due on CY2023 and PY2024-26 QIP

CMS has published a Proposed Rule with changes to the CY2023 ESRD QIP. Your comments are due by August 22, 2022. The Proposed Rule includes:

  • Updated payment rates and policies for CY2023 including the outlier threshold, the Bundled market basket, labor-related share, wage index, and facility-level adjustments.
  • Updated AKI payment rates for CY2023.
  • Updated QIP Requirements, Measures, and Baseline for CY2023 including COVID-related adjustments.
  • Requests for Information on QIP Measures including new and oral drugs, health equity, pediatric payment rates, home dialysis, Disparities, Social Drivers of Health.
  • Adjustments to PY2024 Measures.
  • Adjustments to PY2025-26 Measures.
  • Refinements to the ESRD Treatment Choices Model.

EQRS Data Entry FAQs

EQRS has published a list of Frequently Asked Questions about the resumed entry into EQRS of the September-December 2020 Clinical Data, ICH CAHPS Attestations, and Clinical Depression Screening and Follow-Up Plan data (see previous post). This data entry must be completed by September 1, 2021. The FAQs also point out how important it is to comment on the CY2022 PPS Proposed Rule (see previous post); comments are due by August 31, 2021. 9/4 Comments Due re Proposed Changes to QIP

CMS has presented for publication in the Federal Register a new proposed rule on changes to the ESRD PPS/QIP.  Public Comment must be received by September 4, 2020.  “In addition to the annual technical updates for the ESRD PPS, the proposed rule proposes the following:

  • “An addition to the ESRD PPS base rate to include calcimimetics in the ESRD PPS bundled payment;
  • “Changes to the eligibility criteria and determination process for the transitional add-on payment adjustment for new and innovative equipment and supplies (TPNIES);
  • “The expansion of the TPNIES to include new and innovative capital-related assets that are home dialysis machines;
  • “A change to the low-volume adjustment eligibility criteria and attestation requirement to account for the COVID-19 PHE;
  • “An update to the ESRD PPS wage index to adopt the new OMB delineations with a transition period. …
  • “The following updates to the ESRD QIP:
    • “Scoring methodology changes to the UFR reporting measure;
    • “Updates to the NHSN validation study.”
  • “This proposed rule also provides information received from two manufacturers whose products, a dialyzer and a cartridge for a home dialysis machine, are being considered for TPNIES in CY 2021.”
